Methodolgy incoming:
1st a texture of some sort.

Followed by two coats of chipping fluid, hair spray - whatever.

This shows why two coats - the mottled apearance due to a single coat the puddles up.

Next was airbrushed buff and flat earth dust mixture.

Then let the chipping medium help to distress the dust layer.

Then after some more fiddling about you can call it done.

Don't think I've ever seen chipping technique on this layer of weathering. That's really neat effect, nicely done!
