This is really nothing more than expanding on a technique that airplane modellers have been using for years to do scratchbuilt instrument panel dials.
All you need is a sheet of white styrene. The thinner the better.
Black paint, either spray can, or airbrushed on.
Something to use as a straight edge guide.
an X-acto knife or needle, or panel line scriber etc.
Next, cut a square or rectangle of the sheet styrene the size of the range chart you are going to want, and paint it black.
Then, using your straight edge as a guide make a first light pass with whatever you are going to use as a scriber.
Then simply continue using what ever spacing and size you want.
When you are finished you have a fairly decent representation of a range chart to paste on your favorite piece of artillery.
I really wasn't that concerned about being careful or neat and clean as this is only to show the general idea. If you go a bit slower than I did, you should get a much better result than I did. Also because this is so cheap, it's not a big deal if you mess one or two up before you are happy with the result.
