This is wild. I've never seen a can like that, not that I'm a 55 gal drum guru or anything.
Found this PDF document at, of all places, Alaska DNR, (Department of Natural Resources)
http://dnr.alaska.gov/parks/oha/publications/Ubiquity Drums_v5 3x4pdf.pdf
What I read there is the corrugated cans were of lighter gauge than the none corrugated ones.

Corrugation/ compression rings (on 18 and lighter gauge drums)

That photo brings back memories. Nothing like being on "shit burning detail". The whole damn country smelled of it. One of our guys named Kelly from Kentucky, burned down the whole "shitter". Lucky we had more than one. Gary S. XLV MMXX

Plenty of the corrugated type 55 Gallon on the WWW
But not on any on the Vietnam (war) pictures i have seen.
I am sanding the rings off............

Never heard of a drum like that. What would be the point, other than saving a miniscule amount of iron during the war.
Looks like those drums were made during 'tween wars. they would have been lighter to transport back for refilling and handling.

Looked through my Dad's three company books from his time in the Seabees but didn't even see one pic of any fuel drums so no help there
