It seems to be the decals themselves as you did it correctly. Try Ruben's way. The adhesive on the decals you used is not working properly.

If replacing (this seems to be an OV-1), there are several aftermarket sheets. some of the stenciling is generic and the wing walk stripes can be rebuilt using SuperScale decal stripes.

The issue is removing the old decals without damaging the finish. If you do not mind removing all the paint, there are several methods such as Simple Green detergent, Oven Cleaner, Polly Scale's ELO (Easy Lift Off). These remove paint and decals without harming the plastic.

since you may not want to soak the model and lose the cockpit paint, I suggest placing moistend (not wet so that it drips) paper towels over the affecte areas.

Then repaint and add the new decals.

You could also try to wet down the decals with more Micro-Sol and lift them off.....I have done this in the past and it worked just fine.
