To a printable STL so that it has a raised "Bas relief"? Also need help in the printing area as well. Thanks in advance.

If you google "convert png to stl" you can find a lot of different programs to try. A lot are free to use also. When you convert the file you should be able to see a 3D output and determine what looks just right to you.. I tried a png file in https://imagetostl.com/convert/file/png/to/stl to see what it would come up with. You would need to play with settnigs to get your ideal 3D image. The first time I had high detail extrude but 0 base and it was crappy. Next time I tried 1mm base and it looked a bit better.

Yes unfortunately, but there are others. Thats just the one I tried. I'll have to look into it more to see if there is a viable way to convert pictures to 3d stl files.

I don't have software yet! I bought a desktop CAM machine that will be coming with software that does convert photos like this to a 3D relief STL file in order to MACHINE things like this in 3D relief.
It is due sometime this month as I was one of the early buyers of the kickstarter and they have some neat software for it. Doing what you are asking is one thing that they demonstrated in a video a while back.
