While license plates on vehicles were standardized at 9cm tall by 47.5cm (thanks Moon Puppy for the catch- I rely too much on this old brain) wide for the front and 20cm deep by 32cm wide for the rear (clipped or not), pennants & flags came in different sizes based on whether they had a metal frame, a celluloid cover, or made of fiberboard or sheet metal.
For the latter, find a photograph of the flag you want to replicate then try to find something similar at militaria auctions. They usually list dimensions.
