What is the racking on the side here (not the jerry cans)

Many thanks Piet, i bet they improve the ride down the high street :)
I have fitted the racks to hold these from a PE set but having done that i think the original kit parts are actually better so i think i will change them.
 
As Piet said grousers. Used for mud and snow for better grip. Think of it as studs in your tires or snow chains.
