This plane always makes me think of the cartoon, "Susie, the little blue coupe" from 1952.

the cockpit is such an unusual design, I don't understand why they left the pilots out in the open. Seems to me this would create a lot of drag as well

I have no idea, but some later variants had closed cockpits.
 
I think this was actually advanced as it was partially inclosed rather than dated because it wasnt. given the era of the early 20's most pilots would be very used to being "outside" and may well have found being inside as a major unnecessary change to tradition and what they were used to ?
