That hat probably belonged to a snipe. Damage control team, I can't remember what the other c stood for. Probably casualty. But, hey, that was almost 40 years ago.

Strange that, according to this US Navy document, the acronym DCCT stands for Damage Control Training Team (click quote to see PDF):
"As Executive Officer (XO) and the Damage Control Training. Team (DCCT) Leader, he is responsible to maintain awareness of the ship's"
