Somebody is wrong, the fine print on the picture says fuel convoy, note unusual markings. :idonno
Beats me who is correct, but the color drum pix helped me out.

Although the photo caption does say it is a fuel convoy, it is water.

It should also be noted that the original caption is in Polish and then translated into English, and that the subject matter is from North Africa.
