Panel lines

Are there any tips for using panel line paints ? I have some Mig paints , what they PLW panel line wash. In the videos the guy touches the panel line with this stuff and it pings round the panel line almost instantly.
I have tried everything and it just sits in a blob, with my latest project i tried gloss clear coating first but the panel line wash doesnt spread or flow. My guess is its a surface tension issue so should i be using something to clean the painted surface first maybe ?
 
for it to do the ping then you need a glossy surface, flat surface will only make it scatter. My favorite of late is the Tamiya Panel accent. I have a brown and black. You want a thin wash or very low viscosity medium to do that trick where it pings around. I got a bottle of black ink that I've used on some panels.
 
I used a gloss clear coat first. Cant see how to get it any glossier :)
I didnt post this because its no good but its pretty glossy, i just wondered if there was a tick to it like getting MicroSol to spread by adding a little dish washer liquid.

What medium was the clear? I forgot to mention that you should use dissimilar mediums. Say you have an acrylic clear, use an enamel wash but nothing that will attack the acrylic. I like the AlcadII clears for this stuff.
