Anyone know who would make a custom head in 1/32 scale, or how a person with no artistic skills could change a head to match a picture?

First of all you need someone like Chuk who can look at a person and immediately spot the caricature in them that is unique. the 2-3 details that identify a person to his cartoon.
 
No I need a 1/32 head. I just found a 1st Bn Gordon Highlander from WWI http://www.planetfigure.com/attachments/img_6168-jpg.75798/
And checking with my Mom she sent 2 pics of my Grampa. I want to get a face thats a little plumper and much younger looking so when the figure gets here I can paint it up for her for Christmas.
Not sure how often he got wounded, but she said he went back to the line right after each recovery. Still carried a round lodged next to his spine when he passed away at 80 years.

Yea but that's my point, you need to be able to highlight the couple of features on his head so when you paint it , it looks like your grampa. Cartoonists can see how to simply characterise someone.

Airfix do some very nice heads in 1/32, Im sure someone may have a spare

Is that figure in 1/32 as well
 
Absolutely your best option is to use a Hornet resin replacement head. They are a little under scale for 1/32 but would probably work. If you can't work with that option then maybe a Historex resin replacement head. They are alittle bigger.
