The technique isn't exactly complicated, simply make a small pile of Johnson's baby/Talcum powder, dampen a Qtip, stick it in the powder which will turn it into a bit of a paste on the Qtip, and scrub away on your plastic piece. I press down firmly on the end of the Qtip to get some direct pressure, now someone may have or come up with a better Idea for an applicator as the Qtips don't generally last all that long, but for the moment it works for me.
