Pretty much Dave. Northrup developed the F20 out of their on pocket to fill the void between the State of the Art F16 and the F5 and other outclassed fighters to answer Soviet fighters. From what I have read it was really targeted for foreign markets as opposed to USAF. The failure was really political, Carter had banned the export of a lot of sensitive military technologies to our allies, Reagan reversed that policy and allowed our front line fighters to be sold.
It was multiroled in that it could do A2A and A2G and supported most every weapon system in USAF inventory at the time.
Thus, the greatest fighter that never was.
