A-7B Bomb load NAVY

So i am starting a build on this for the DOWNTOWN campaign, and I need some ad-vice, please! So I am going to use the innermost two hardpoints for spare fuel tanks, with the next two over using the double TER's (triple ejector racks) in place, as I see with some of the Navy Corsair pics, and that fits part of where I see this going. So my question is this:

On the next set of hardpoints over, did the NAVY run the double TER's with less than the 6 bombs per rack (due to possible space issues with the spare tanks) , or did they run them full @ 6 bombs per rack?

Actually it's called MER Multiple Ejector Rack. The TER is the 3 ejector rack.

Can't answer about the Navy load out, suppose they only loaded out 4 stations because of mission or weight, range requirements.
